Upcoming First Deputy Commissioner Philip Banks III Resigns, NYPD Caught Off-Guard

Philip Banks III resigns just days before his promotion to a new post. Banks, the highest-ranking black member of the New York City Police Department quit his job before his upcoming promotion on Monday, November 3, 2014 as First Deputy Commissioner, the second highest position within the NYPD.

The reason for his resignation was not clear, but according to New York Post, Banks decision to file his resignation was fueled up by Police Commissioner Bill Bratton control within the department. The highest Black NYPD officer quit at the final hour during a meeting at police headquarters.

"You still have not done anything. You have not changed the direction of the Police Department. You asked me to come up with six or seven policies that you did not implement," Philip Banks III stated to Bratton just before he resigns.

Banks added, the department is going to be in turmoil, and he doesn't want to be blamed for that. On Bratton's statement regarding Banks' resignation, only professional and personal factors are the reason for Banks resignation.

Banks has reportedly asked that his successor as chief of department be under his immediate supervision and that overseeing of the Internal Affairs Bureau be part of his assignment. But on Friday, Bratton expressed his hesitation about Banks request.

As Philip Banks III resigns, Bratton cited that Banks is a major asset in the department in which he could have help rebuild rapport with minor communities over the reported 'stop and frisk' controversies. He also stressed that Banks could have assist in the training and personal development of the members of the department.

Mayor de Blasio was also shaken by Philip Banks III sudden resignation. In a statement, he mentioned that he was disappointed about Banks resignation. Sources say, Banks was also First Lady Chirlane McCray's bet for commissioner over Bratton.

Philip Banks III resignation is a major loss for the NYPD. Banks, 28-year-veteran was promoted as chief department in March 2013 during Commissioner Raymond Kelly's terms. He was also reported to be the possible descendant to Kelly before Bratton's appointment.
