The world is already aware that the Marvel film 'Captain America: Civil War' will show Steve Rogers and Tony Stark going up against each other. However, the reason behind the war has not yet been revealed.
Heroic Hollywood has just uncovered the new synopsis for 'Captain America 3,' and it looks like an international catastrophe actually led to the Superhero Registration Act. The synopsis reads as follows:
"After another international incident involving the Avengers results in collateral damage, political pressure mounts to install a system of accountability and a governing body to determine when to enlist the services of the team. The new status quo fractures the Avengers while they try to protect the world from a new and nefarious villain."

The first "international incident" in reference would be the events in Sokovia that was seen in 'Avengers: Age of Ultron.' The disaster has been mentioned in 'Ant-Man,' where a newspaper has the headline, "Who's To Blame For Sokovia?" The end credits also showed Captain America (Chris Evans) mentioning "the Accords," which could be short for "the Sokovia Accords."
As massive as the Sokovia catastrophe was, the synopsis does mention "another international incident." What could possibly cause the government to call for the Sokovia Accords?

According to Heroic Hollywood, the "international incident" involves Captain America, Scarlet Witch (Elizabeth Olsen) and Crossbones (Frank Grillo). Steve Rogers and Wanda Maximoff try to apprehend Brock Rumlow, who is actually wearing a suicide vest fitted with explosives. Cap orders Scarlet Witch to levitate the villain into the air but she is unable to contain the explosion that kills several civilians.
Fans have immediately pointed out that it is highly unlikely that Crossbones will be killed off so quickly, since Frank Grillo has been signed for multiple Marvel films. There are also speculations that the aforementioned "international incident" was already the Sokovia disaster.
